RAJASTHAN INVESTMENT PROMOTION SCHEME (RIPS)

Introduction

In order to generate employment opportunities and promote rapid, sustainable and balanced economic growth in the State of Rajasthan, the State Government of Rajasthan, in the public interest, hereby issues “The Rajasthan Investment Promotion Scheme, 2019” (RIPS-2019) to provide benefits to eligible manufacturing and services sector enterprises. Applicability :

  • New and existing enterprises making the investment for setting up new units.
  • Existing enterprise making the investment for expansion.

Negative List :

  • Investment for manufacturing tobacco, tobacco products and pan masala.
  • Investment made in cow beef processing units.
  • Investment made in retail/trading activities.
  • Any activity which is prohibited by Central/State laws.

Manufacturing Enterprises & Service Enterprises (Benefits) :

  • Investment Subsidy of 75% of State tax due and deposited, for seven years
  • Employment Generation Subsidy in the form of reimbursement of 50% of employers contribution towards employees EPF and ESI, for seven years
  • Exemption from payment of 100% of Electricity Duty for seven years
  • Exemption from payment of 100% of Land Tax for seven years
  • Exemption from payment of 100% of Market Fee (Mandi Fee) for seven years
  • Exemption from payment of 75% of Stamp Duty
  • Exemption from payment of 100% of conversion charges payable for change of land use and conversion of land

Special Points :

  • The State Government may grant a special package of incentives and exemptions like Interest Subsidy or Capital Subsidy, which may be over and above the benefits available to a Manufacturing Enterprise or Service Enterprise in a thrust sector. There are currently list of 19 sectors like food processing, textile manufacturing etc. and list of 11 sectors like logistic infrastructure, industrial park etc listed as thrust sectors under manufacturing and service enterprises respectively under the scheme.
  • Also some additional benefits are provided to organizations situated in backward & most backward areas of the state as mentioned in the scheme.
  • The State Government on the recommendation of State Empowered Committee (SEC), may grant a customized package to the enterprises investing more than rupees hundred crore and providing direct employment to more than two hundred persons.
  • Where an enterprise is engaged in eligible activities of both the categories i.e. Manufacturing and Service, it shall have to opt for benefits in any one of the following two categories.
